“How to Develop a Multi-Year Training and Exercise (T&E) Plan” Released

US EPA’s Water Security Division has just released a new document designed to assist drinking water and wastewater utilities in developing multi-year training and exercise (T&E) plans. Security focused T&E plans are useful for tracking progress and increasing preparedness capabilities at water utilities.

Titled “How to Develop a Multi-Year Training and Exercise Plan,” this document is organized into three main sections.  The first section provides background on the different types of training and exercises.  The second section describes the importance of a T&E plan and walks the reader through a water and wastewater utility multi-year T&E plan template.  The final section of this document consists of attachments that include example T&E plan documents, exercise resources, an improvement planning matrix, and a capabilities based planning flow diagram.

The document is based on and consistent with Department of Homeland Security Exercise and Evaluation Plan (HSEEP) training programs.  The document is available for download at http://water.epa.gov/infrastructure/watersecurity/emerplan/upload/epa816k11003.pdf
